Since 1999, the HBAA has been the leader in providing QCI (Qualified Credentialed Inspector) training in Alabama. The course, a joint effort between the HBAA and the Alabama Department of Environmental Management (ADEM), provides tools and strategies to help achieve and maintain compliance with the ADEM stormwater general permit on all construction sites. The course was first developed to help builders and developers comply with ADEM rules. It has expanded to include linear (gas, water, power, etc.) and roadway construction. Participants are educated in construction Best Management Practices (BMPs) which are required to meet water quality objectives. We help you save money and time by avoiding ADEM/ EPA/ Local enforcement actions and associated costs- TIME IS MONEY!!!

Certification will give you the opportunity to do most of the comprehensive inspections required by the general permit, rather than hire engineers or consultants to do them. As a result, if you go through the course and attain certification, you can expect to save thousands of dollars over the year and have a better understanding of compliance on a daily basis.

After you take the initial course and become certified, you must take the continuing education classes each year to maintain your certification. If you allow your certification to expire, you must take the initial course again.

  1. The Administrator-In-Training Program (Internship) is designed to provide applicants with the experience necessary to satisfy Qualification 4. Participation in an internship requires the advance written approval of the Board. Internships started prior to receipt of the Board's written approval will.

Upon completion of the course and certification, participants will be armed with the knowledge to monitor, enhance, and repair BMPs, perform inspections under ADEM NPDES general permit and ultimately save money.

Erosion & Sediment Control Certification Workshop for Single Family Homebuilders

The Home Builders Association of Alabama has partnered with the City of Birmingham, the Jefferson County Department of Health Watershed Protection Program, the City of Bessemer, and Jefferson County Commission in cooperation with Storm Water Management Authority, Inc. to bring you the Erosion & Sediment Control Certification Workshop for Single Family Homebuilders. Location and meeting planning responsibility rotates each year. This certification is valid for two years.

NOTE: The HBAA QCI course is an ADEM approved course. It allows you to do the inspections under the ADEM NPDES permit. The Erosion Workshop does not. It only exempts you from the surety bond in certain municipalities in the Jefferson County area. The QCI is more for developers while the workshop is more for single-family homebuilders. The QCI certificate is NOT interchangeable with the one received at the Erosion Workshop. If an individual wants to be a QCI they must go through the HBAA QCI Initial course then the CE course thereafter.
